19. DAs have wide discretion to enforce or not enforce all laws.

Obviously, most violations of the law are never enforced. For every person who gets a speeding ticket, for example, probably 100 people get away with it. The law is SELECTIVELY enforced ... always.

In each case, government officials (be they the City Attorney or the DA) have to determine whether or not it’s in the city’s or the state’s best interests to actually enforce the law. In this case, I suspect it is not in the city’s best interests to try to enforce this law against President Trump.
