(or another 'must pass' bill.)

Then it will come down to 2 things

Will enough Rethugs come over to support it in numbers large enough to overcome a filibuster., IF it is filibustered

Will Manchin and Sinema support it as well at that point? I think they will not support it IF it is 15 usd, and will support it at 11 usd.

As standalone wage increase bill has zero chance of overcoming a filibuster, even at 11 usd. No way 10 Rethugs bolt to invoke cloture.
