make sense. Some states may have a younger population with fewer eligible in 1A and 1B. Can a state with a population of 500K (Wyoming) fairly be measured against a state with a population of 39 million (California)?
Obviously it's good to look at the numbers because every state should be constantly looking to improve and trying to get as many people vaccinated as possible... but I also think it's important to keep in mind you can't just look at two states and assume Vermont is doing awesome and Texas sucks because outside factors may make the answer more complex than that.
