...one of the most corrupt in city history, although it was mostly done behind Koch's back and he had nothing to do with it.

This was a great book detailing all the different scandals, NONE of which involved Koch directly. He was just a little too stubborn to admit it to himself that it was happening:

The Parking Violations Bureau scandal was the most serious.
