Imagine if he’d actually used the powers of his office to coordinate a response, manufacture and distribute PPE, test across the board, and all else that a rational person would do.

No, he did the opposite, except when he himself got sick. He got the best treatment available.

PS: I believe Trump knew he was contagious in the first debate with Joe Biden.
