In short, this means that to effectively remove carbon dioxide in an irreversible way - I'm not talking giant CO2 dumps - we have to reproduce, without dangerous fossil fuels, all of the energy ever produced by burning fossil fuels from the first lump of coal to the last - plus all the entropy.
