No, never. Not in the schools, and not by people who aren't thier parents. In fact, It should not even be done by their parents.

Children should be disciplined, but never physically punished. This is not the way to deal with disobedience. It's sadistic and sick. It says a lot more about the person who is punishing than it does about their victime. It is so incrediby screwed up!
