17. Tax the Frequencies cable uses for transmission

Cable companies used a lot of frequency space.

They bid on the use of those frequencies which use ground based transmitters to satellites back to other receivers (on more, different freqs) and wifi towers to pump into wired and fiber cable systems to distribute to the public and even the Direct to TV Satellite Receivers such as Dish, etc. When limits expire, slap a big usage tax on them. The U.S. still owns the spectrum overall. It just basically rents "time-shares of frequency" to cable companies.

Lots of money could be made and if the cable companies try to pass on the costs, those can be regulated and/or reduced. That could allow hundreds of smaller over the air stations to benefit.
