11. This is what voters required CA to do with excessive surplus.

Use up to a point for rainy day funds, defined spending, etc -then refund the rest to citizens.
The stimulus refund is to be expected. However, I do think we need to have a wildfire/natural disaster fund that's bigger than what we currently have, and would have liked to see more refund go there.
