5. That's my understanding as well -- only sitting members of the House are permitted on the committee...

Had they put together the bipartisan commission in conjunction with the Senate, then anyone could have been appointed -- both present and past members of both houses, as well as retired judges, respected historians, eminent writers. It would have been a nice way to go -- everyone would have gained, especially We the People.
