Even if all Jayapal's 94 House cacus members vote against the bill just than number of House Republicans have to vote for the bi-partisan bill to neutralize the progressives in which case the bi-partisan bill will pass and progressives will have little leverage on the reconcilation bill which Sinema and Manchin oppose in the current form.
