that 2.2 trillion usd was laid out in the big meeting just now with Biden and the House and Senate leaders

Many House members also (earlier today) were talking about cutting the duration from 10 to 5 years or so on multiple programmes, to keep the per year spend roughly the same, which would be a MASSIVE win.
