Given that fact, what should we do about stupid people in general.

Obviously, there are going to be a relatively fixed percentage of the population which is not very smart, and may have organic brain disorders or other issues, like the ones with which Mr. Fellows has been previously diagnosed.

If we can't "cure" people like Fellows (who listed his diagnoses), what should we do with them?
