Bill Clinton would've never opposed dental coverage, and in fact tried to get Obamacare when it was called Hillarycare.

Manchin is also not ideologically what a conservative Democrat historically was - someone who was culturally conservative but would always support New Deal economics that would bolster the safety net for the middle class. Dental coverage is a basic need, not a luxury.

Manchin and Sinema are more ideologically like Susan Collins who is a moderate Republican.
