10. Car registration has minimal to no nexus to interstate travel, so that's not likely viable

Requiring vaccination to board Planes, Trains, and Busses that cross state lines would be viable as long as there is some legislative language that allows the executive to enforce it. It would be difficult for a states to successfully argue against it.

Driver licenses and car registrations are handled by individual states; powers not enumerated by the Constitution to the federal government and reserved by the states and I suspect states like Florida and Texas would make a strong argument that their powers are being unconstitutionally usurped.
