Putin is doing the same. He is testing the strength of the Wests leaders and how far theyre willing to go to protect Ukraine. His claims about fear for Russias national security are so much BS. No one is even slightly interested in invading Russia. This is all about Putin rebuilding the USSR to its former glory when he was a KGB thug. If he is allowed to annex Ukraine, no former part of the USSR is safe.
