It's a long story how it all happened, but read Bill Brower's book "Red Menace" if you're interested in the full story. Putin enabled certain friends and supporters to be able to get their hands on wealth that should have been shared equally among the Russian people. It happened in the early 90's and it continues today. Once those oligarchs got the wealth, they supported Putin in his rise to political power, and that's how HE became so wealthy. It's all stolen from the country and the Russian people. (The story of the Magnitzky sanctions is all connected to this.)
Now if the US, and the EU freeze those stolen funds in our banks, how does it get returned to the Russian people? What's the best way to keep it out of the hands of the thieves who stole it the first time? It's a tricky question and it will take years to straighten it all out. There has to be a way to distribute the money fairly so that it benefits the Russian people who have all been cheated.
These days of aggression against Ukraine are the most obvious example of Putin's evil, but there is so much more under the surface.
