general terms.

They do some mind twisting, comparing two (or more) terribly horrible people, and then somehow deciding that one is now worse than the other because of some agreed upon measure that they define as a good (the "at least" statement), either dismissing outright, or minimizing the damage the now chosen one has caused.

I raise an eyebrow, snort in derision, and shake my head.
