My eldest majored in Japanese and spent time there. I assume he's right about this, but open to correction.

After the sarin gas attacks, they removed public trash bins. Japanese are used to taking their trash with them for this reason. Yes, a collectivist society that lends itself to such behavior more so than our individualist one. But I see this and am reminded of senseless terrorism.
