for the interjection of any common sense or consideration of real-world consequences.
As a former information systems guy, I've often likened the law to a computer program. A program will do exactly what you tell it to do -- which isn't necessarily what you want it to do. Some would call that a bug; some would call it a feature. It depends on who's benefitting.
Congress could clarify and "tighten up the code" to make it right, but I'm not optimistic.

The problem is the letter of law says they aren't by the exact definition of the statute
