The function of the trigger is to release the pin, fire the bullet which resets the bolt and trigger, loading a new cartridge.
A machine gun will continue the cycle as long as the trigger is held against the rear guard.
A bump stock uses the same explosive action to reset and fire again so long as the trigger is held against the rear guard.
While the trigger does not actuate the reset in a machine gun, the effect will continue so long as the trigger is held back.
In a bump stock the physics are such that the micro movements required to reset the pin are so slight that a skilled shooter can set the trigger in such a way as to make the reset movement of the trigger almost invisible to the naked eye.
When the law picks nits, people die.

The problem is the letter of law says they aren't by the exact definition of the statute
