15. I just wish he would have gone ahead and reformed the Supreme Court while he had a majority in both Houses.

But he was a traditionalist, and wouldn't have advocated for breaking the filibuster. We could have expanded the court to 15, and put six of the youngest, most liberal justices on there that we could find.

Of course, that opens the door for the GOP to do the same.
