Each candidate writes out 2-3 questions for the other candidate (ones in which they also have to answer). These questions have to relate to policy and be made available to the candidates prior to the debate.
The debate itself will be strictly timed and involve a cross examination by the other candidate (kind of like policy debate in high school/college). Mics get turned off when time is up.
Then it doesn't matter who hosts the debate. Every news service has the option to broadcast the debate.
