at least several weeks prior to voting day.
Most jurisdictions are going to make this relatively easy. And, those where it might not - chances are very good that there are organizations (like your local party?, or League of Women V) who are ready to help individuals navigate.
But in any case, it's on the voter. And it's no longer sufficient to just show up on voting day - and then bitch and snort around about, "well, I've always been able to .." That doesn't cut it anymore.
