it just sounded like a good rhetorical question...

He said: "Do we really want 1500 special ops people guarding our embassies?"

The obvious answer is "Um, yeah, why not? How is that worse than having a lower number of more expensive mercenaries, who are probably just retired special ops people anyway."

Unless he was hinting that the State Dept. should be independent of the Pentagon, in which case he may have a point, but I don't know enough about how the two bureaucracies interact to know for sure.
