I don't think the intent is to prosecute anyone, just to harass the hell out of them. Even if someone has a pardon, if charged they will spend a fortune in attorney's fees.

If the courts will allow it (and I have not confidence they will not), he might simply order the arrests of his enemies (probably on national security grounds) and hold them without charge.

My imagination has come up with a list of horrors based on what Trump said he would do.
