It is my understanding that DOGE is furloughed with a shut down too (although Elon will self-fund them and Trump might allow them to work). There is also the possibility that Republicans have a clean CR ready to go as a fallback position. The economy may play a role as well if Trump continues to see it deteriorate under his watch. The economy is already in a free-fall. This shut down might be the switch that precipitates a rapid economic unraveling.

What is clear is that the Democrats will look exceedingly weak if they capitulate to this CR without a fight.
