44. Ellis Island was established as a screening point before US had immigration laws.

Only passengers arriving on the steerage decks went through Ellis Island. Passengers arriving from the upper decks disembarked in Manhattan prior to crossing the Hudson River to Ellis Island where the poorer folks were screened for health and employment prospects.
