29. I'm not convinced about the network part

I was just using Boston as an example, but there are plenty of people in this age group with the ability to make these bombs.

Testing would be easier in other parts of the country, since a bang would be less noticable if you set one off under some sand in a gravel pit in a rural area.

If from another state, they probably traveled by car, paid cash for gas, etc. The certainly look like they could be domestic, but they could also be Middle Eastern or North African. White hat has fairly light skin, a big nose, and curly hair.
