That is what the opinion said, and it was right (although it didn't name names). That was the purpose of the act - to enshrine discrimination against same gender couples in Federal law.

Someone tried to defend it here yesterday based on the rationalization that times were really awful, an amendment banning marriage was going to be sought by the folks on the right so the good liberals had to do something quickly. I didn't accept the rationalization then for enacting a vile law, and I don't accept it now. And I'm glad the opinion clearly names the motivation for enacting that bill - and if it hurts the feelings of the good "liberals" who supported it - that is just fine with me..
