After all, it is technically illegal to manufacture chemical weapons, let alone put them into warheads and leave them in positions where they could be used, by a direct order or by a rogue commander. He's in charge of that military and has to answer for what they do.

So, my "punish" list would be limited to those in the Syrian military capable of using those weapons, from Assad on down. Or the rebels who used them, if that is somehow determined.
