I suspect it was mag limits more than UBCs; I know a lot more generally reasonable people who are opposed to "only" having a 15-rounder than having to get a BC. Hell, even rabid nutters get excited when a dealer or retail chain has a special price on the new shiny, even though they have to get checked out. Then again, it's all speculation on my part - I had no problem whatsoever with this law
