Get permission from the city to access the protected area, in exchange for being allowed to power-wash the shit away.
Win-win. Get outta court and act.
People who want something need to put forth the effort. That seal shit ain't bothering ME. It ain't bothering most of the taxpayers in that county either. The few people who are irritated by it no doubt have the means along with the motivation to do something about it.
