Coal is dying because Natural Gas is killing it, that isn't going to change. "Environmentally friendly power grid products". Exactly what products that China doesn't already have a massive lead on? Why subsidize workers in West Virginia and not workers in inner cities? The problems that West Virginia have are the very same problems that the rest of the country has, old economic engines are dying and for the last 40 years, politicians have done nothing to reverse the decline.

The only solution that I can see is a new breed of business person that puts workers and funding innovation high on the list of priorities have to come forward and push the old wealth destroying business people aside. China can help by changing it's policy toward raising living standards for it's population by spending it's reserves on pollution control, infrastructure and public health. China is so massive that economic activity there will pull in resources and products from all of the rest of the world, improving the economies of the rest of the world. But Chinese officials are too nearsighted to improve the lot of citizens there by spending on internal improvements.
