(33,982 posts)I agree, the officer that shot him likely decided at that point, to shoot rather than allow him to get in the car, and begin the chase again. I completely agree with your time delay/decision/action analysis.
With the conditions at that point in time in mind, I think I can understand the shooting justification in his mind to the point I wouldn't slap him with criminal charges, but I think I would retire him from police duty, and this incident needs to become a training tool.
3 officers were close enough to physically close with him and prevent him from getting in the vehicle. Two were so close you could hear them screaming 'crossfire' at each other, because if they had to open up, some of the other officers didn't have a clear shot due to their proximity. I mean, really all it would take is a kick to his car door to prevent him from getting in. Rather than grappling, they opted to hit him with beanbags... Taser may have hit a thick bit of clothing and failed to penetrate his skin. That happens plenty.
