He didn't really say that, but given his "arrest them all" policies in Baltimore, he may as well have. I totally agree with what O'Malley said, but given that it is coming from O'Malley, I have no reason to believe that it is sincere. It might be, or it might be a ploy to make himself look better than Clinton.
