20. Are you kidding?

He runs MY state and he goes and says that we better do something but yet won't even allow HIS state to accept children in Baltimore of all places just because he Mayor says so. Last time I checked, the Governor is senior to the Mayor unless she doesn't want any funding then she is free to do as she pleases.
