It is quite obvious that the prosecutor in this case wanted to see NO indictment.

If he had wanted an indictment by the grand jury, there would heave been an indictment.

It is the job of a prosecutor to prosecute. That was NOT done in this case. What happened here was a defense of the police officer.

So what we have here is a subversion of the judicial system and no fair trial for the accused.
