17. The body cams might make a difference.

One of the stories the local news had on the other night here was a story concerning how one city near Boise that has had a lot of violence and shootings these past few years is now requiring all of their police officers to wear cameras on their bodies.
The idea is to capture more evidence to help prosecute criminals by capturing video of them committing the crime.

However, the unintended consequence of doing this also made the police officers act in a more legalistic manner because they realize their actions were being taped on video and could be used against them.
