This is the old "don't ask permission beforehand, beg forgiveness afterward." They didn't make a mistake, it would have been a security nightmare and the world does not need terrorists to kill a major head of state. Well, any head of state. But particularly an American leader for symbolic reasons. The world leader with what is probably the highest price on his head in modern times does not need to be attending a photo op on the streets of Paris one week after a terrorist attack there.
