If short-term interest rates rise, the Fed will have taken a more active role in stamping out inflationary pressures. (The Fed controls short-term interest rates but not long-term ones.)

Neither eventuality should stand in the way of doing what must be done: raising taxes on the wealthy to repair the safety net the OP alludes to.
