Late last year President Obama started a policy to help shore-up the flagging NICS database. Considering most of the rampage shooters in the last several years were known to the LE community yet passed a BC shows the system has been neglected almost to the point of dereliction of duty. That Congress pretends to care yet allows this state of affairs speaks volumes.
