In which the answer depends in part on what is humor and what isn't.

Mel Brooks making self-deprecating jokes about being Jewish doesn't open the door for anyone, including other Jews, to engage in hate-filled rants about Jews that are in no way funny.

Mel Brooks, of course, also made jokes based on stereotypes of other groups, including African-Americans. Its a tricky thing, but it can be done and still be humorous or it can miss the mark and fall on the wrong side of the line.
