That 5 years do not equate to much of anything. However, California hasn't had a normal winter since the 1980s. Back in the 70's and 80's take Squaw Valley for instance. They used to regularly have a base of 300 inches for skiing. It's been gradually on the decline through the 200 inch range to the 100 inch range to the last few years where there hasn't been complete coverage at all. Pictures of 100 inches of snow, while below normal, is still a bunch of snow and do not make the visual impact more recent pictures do.

This drought cycle really began in the mid 70's in California and has been a slow gradual change to the dramatic pictures of the last 5 years.
