Yes it's not complete yet but as SOS she has a good idea what it's about and can take a stand one way or the other without compromising her knowledge of the details. That she won't take a stand on this issue is very disappointing and leads me to believe she supports it.

Complicated or not it still comes down to "Yea" or "Nay" If Congress and the Senate can why not her?
