And we seem to always be two steps behind. If we catch them before hand, it more often than not turns out to be a FBI sting.
If we don't, innocent people die in a hail of bullets or an explosion. In either case, there always is an Internet trail and/or warning signs that were ignored. Our domestic spies are scooping up everything and finding nothing.
