Our government... teaches the whole people by its example. If the government becomes the lawbreaker, it breeds contempt for law; it invites every man to become a law unto himself; it invites anarchy.

Government includes the local representatives of government. Law enforcement and the court system.

I have been to countries far more dense and a lot less violent.in fact USA is wide open spaces
