..."If the flag is being used at a public or private estate, it should not be hung (unless at half mast or when an all weather flag is displayed) during rain or violent weather."

That explains why military bases can keep the flag up from sunrise to sunset.

It was generally understand that if the flag cannot be ruined by rain (such as a polyester cloth rather than cotton), then it can be left up in the rain.

My problem is that many of the so-called patriots wear flag shirts or pants, let torn flags hang, etc, and say they love the flag.
