Someone in charge suggested it be given to the people. When presented with the opportunity to take charge of this amazing creation, not one legislator was interested in working on the project. There was no way Welch was going to remain silent while Gore campaigned for the Presidency, and he took the avenue of simply ridiculing Gore for every possible thing he could, with Tim Russert, et al., backing him up.
