send in the SWAT team to shoot out the windows and leave. Those idiots will be pretty damned cold in a hurry and they will go insane staying on guard 24/7 waiting for the nest volley. They're so paranoid already, being cold as hell and on total alert for a few days and nights...

Especially if they can't use their cell and satphones. I saw that one of the kklowns had a two-way radio but if the frequencies are jammed, that will be useless too. That handset looked like what the Park Service and other fed agencies use, easy enough to disable those.
